We are proposing to expand our UK operations with the development of a new manufacturing facility in the West Midlands.

ROCKWOOL has purchased 114 acres of land at the Peddimore site, north of Minworth, to the north east of Birmingham, which has already been designated specifically for manufacturing use and has outline planning permission.

In February 2025 we submitted our first planning application for the facility to Birmingham City Council, requesting a change to the existing height permissions for the site, which has been approved. 

ROCKWOOL is now preparing a Reserved Matters application, with the aim of submitting this in summer 2026 following a pre-application consultation. This application will provide details about the proposed design of the facility and landscaping on site. 

Reserved Matters pre-application consultation

April/May 2026

We will be consulting with local residents, elected representatives and technical stakeholders ahead of the submission of our Reserved Matters application.

This consultation starts on 27th April 2026 and will close at 9am on 18th May 2026.

As part of this consultation, we are hosting drop-in open house events at the Cuttle Bridge Inn where our consultation materials will be available to view in-person, with members of our senior team on-hand to discuss our proposals:

Investing in UK production

If approved, Peddimore would be our second UK stone wool production facility alongside our existing South Wales plant, where we are also continuing to invest for the long term.

Our proposed state-of-the-art manufacturing facility, featuring proprietary electric melting technology, would boost supply capacity for UK and Republic of Ireland customers, whilst also supporting ROCKWOOL’s ambitious global sustainability plans.

This would create skilled, long-term jobs and local supply chain opportunities, as well as support the UK’s net zero targets and a safer built environment through ROCKWOOL’s stone wool product portfolio.

Peddimore site comes with outline planning permission

The Peddimore site is included in Birmingham City Council’s Development Plan. It has been designated specifically for manufacturing use and has had outline planning permission since 2019.

Key infrastructure, including a new access road and roundabout into the site, is already in place, servicing an adjacent warehousing facility built in 2023.

Our planning applications

We have adopted a two-step approach to the planning process to ensure compliance and alignment with local planning policies and conditions, as well as the site’s existing designation and planning status. 

Step one – February 2025

Our proposals will generally align with the 2019 outline planning permission for the Peddimore site, but we have sought to make some changes to the approved drawings, in particular to adjust maximum permissible building height limits. 

We submitted our Section 73 planning application to Birmingham City Council in early February 2025. The application has now been approved by the Council.   You can view and download these Section 73 application documents from the section below.

Step two – Spring/Summer 2026

In April/May 2026, we are consulting local communities on our Reserved Matters application ahead of a proposed submission to Birmingham City Council this summer.

This application will include the detailed proposals for the project, including building design and appearance, site layout, access arrangements, and landscaping, to complete the full planning process.

Job and supply chain opportunities

If our Reserved Matters proposal is approved, the facility could become operational in 2030.

This would create good quality jobs and training as well as supply chain opportunities for local people and businesses. Whilst it is still early in the process, we’re always keen to talk to people who might be interested in working with us in connection with these opportunities.

Community engagement to-date  

In November/December 2024, we held a pre-application consultation relating to our initial Section 73 application. This application has now been approved.

We published a summary of our engagement process, consultation feedback and ROCKWOOL’s responses to that feedback in a Statement of Community Involvement, which was submitted as part of our Section 73 planning application to Birmingham City Council in February 2025.
