Extremely low energy buildings typically require insulation in walls, ceilings and floors with U-values of 0.07-0.10 W/m2*K. (The lower the U-value, the better insulation ability.)
The Rockwool Group has developed systems to fulfill the need for low energy constructions. They include high-performing systems without thermal bridges for facade and roof insulation and for air tight building constructions.
You can never insulate too much. But if you insulate too little, use incorrect installation methods or do not ensure sufficient air exchange, the result will be a poor indoor climate.
